Oil falls below $93 amid slowing global economy (AP)

SINGAPORE ? Oil prices fell below $93 a barrel Monday in Asia as investors mulled whether slowing global economic growth justified a surge in crude this month.

Benchmark crude for December delivery was down 79 cents at $92.53 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell 64 cents to settle at $93.32 in New York on Friday.

Brent crude was down 75 cents at $109.6 a barrel on the ICE Futures Exchange in London.

Crude has soared this month ? up 24 percent from $75 on Oct. 4 ? amid investor expectations European leaders would soon announce a plan to contain Greece's debt crisis. Last week, EU policymakers said they agreed to lower Greece's debt level over the next decade and require bondholders to accept 50 percent losses.

Traders are now turning their attention to the global economy, especially to weak growth in the U.S and Europe.

"We still have a crisis," United Arab Emirates Energy Minister Mohamed bin Dha'en Al Hamili told reporters at an energy conference in Singapore. "There's growth in world oil demand, but it's a very fragile situation."

Al Hamili said crude prices between $80 and $100 a barrel are reasonable and that lower prices would undermine investment in the energy industry and hurt production capacity.

Other oil industry observers were more optimistic. Shell Chief Executive Peter Voser said he expects global economic growth to slow this year from last year but to avoid a contraction.

"I don't see a double-dip recession," Voser told reporters in Singapore. Oil demand in Asia may "slightly slow down in 2012, but it's clearly going to be the growth engine of the world for many years to come."

Investors will be closely watching the latest employment figures scheduled to be announced Friday for signs about the strength of the U.S. economy. Gross domestic product grew 2.5 percent in the third quarter, allaying fears of a recession, but consumer confidence is at its lowest in almost three years.

Some analysts expect the jump in crude in October will push gasoline prices higher and undermine demand.

"The market has come a very long way in a very short amount of time," energy trader and consultant The Schork Group said in a report. "That is not to say it cannot go even farther, but it is to say that it has certainly gone far enough to start pinching consumers."

In other Nymex trading, heating oil fell 2.5 cents to $3.04 per gallon and gasoline futures slid 1.9 cents at $2.63 per gallon. Natural gas advanced 1.8 cents at $3.94 per 1,000 cubic feet.

China names new financial chiefs (Reuters)

SHANGHAI (Reuters) ? China named new heads to three top financial regulatory posts on Saturday, the official Xinhua news agency said, the first big step in a comprehensive leadership change that will culminate when its top political leaders retire.

The personnel changes are the highest-profile yet in a broad transition of top officials that will run through the next 17 months at a time when the global economy is grappling with a debt crisis and looking to the world's second-largest economy for financial support.

China's President Hu Jintao and Premier Wen Jiabao are due to retire their Communist Party posts at the 18th Congress next fall, and their presidency and premiership positions at a parliament session in March 2013.

The Xinhua announcement on Saturday marks a handing over of power to a younger generation and confirms a Reuters report citing three independent sources that a shake-up would be announced as early as this week.

A broad number of officials will retire from Communist Party, state, military and regulatory jobs in the coming months, forced out as they hit the official retirement age.

"There is going to be a major reshuffling of leadership positions in the next two years. We're going to see a big game of musical chairs as some officials retire and others move into empty slots and advance along their careers," said Patrick Chovanec, associate professor at Tsinghua University's School of Economics and Management in Beijing.

HELMING REFORM

Securities regulator Shang Fulin, 54, was named chairman of the China Banking Regulatory Commission (CBRC), replacing Liu Mingkang. He has proven adept at navigating choppy financial waters, managing to introduce a raft of much-needed reforms to stock and futures markets despite investor jitters over their potential impact.

As head of the China Securities Regulatory Commission (CSRC), Shang oversaw a series of innovations, including the launch of a Nasdaq-style second board, index futures and margin trading, as well as the unloading of a large overhang of previously untradable shares in state companies.

Former China Construction Bank chairman Guo Shuqing, 55, will take up the post of chairman of the China Securities Regulatory Commission. Late on Friday, the bank said Guo resigned due to the need to attend to state financial work.

Xiang Junbo, 54, former chairman of Agricultural Bank of China, will take up the post of chairman of the China Insurance Regulatory Commission (CIRC). AgBank also said on Friday that Xiang, a war hero-turned-banker, resigned "due to the need of state financial work."

Xiang will oversee an industry that includes the world's two biggest life insurers -- China Life and Ping An -- and is currently facing headwinds from weak investment returns.

"State financial work" will entail keeping China on its ambitious path of reform as it continues to ease controls over key sectors and prices, open up to foreign companies and promotes a fledgling offshore market for the yuan in Hong Kong.

Age limits will force out older leaders from throughout the Communist Party, local governments, military, and cabinet ministries, making way for younger leaders to move up.

Liu who headed the CBRC and Wu Dingfu, chairman of the CIRC, have both reached the compulsory retirement age of 65 for officials who hold a rank equivalent to a cabinet minister.

"It's not at all unusual for people to move from a posting with a state-owned bank to a posting with a regulatory agency or a ministry," said Tsinghua University's Chovanec.

"These are not two separate worlds in China; this is a single system where the (Communist) Party decides postings for members inside ministries and bureaucracies."

Jon Huntsman Ad: Mitt Romney Compared To Backflipping Wind-Up Toy Gorilla In New Video (VIDEO)

GOP presidential candidate Jon Huntsman is out with a new web ad hammering Mitt Romney.

Talking Points Memo reported on the video, in which the former Utah governor blasts Romney for flip-flopping on numerous issues. Throughout the spot, entitled "Backflip," Romney's image is placed side-by-side with a backflipping wind-up toy gorilla. The imagery harshly suggests that Romney consistently backtracks on his policy positions.

Huntsman's ad shows Romney's changing positions on abortion, gun rights, as well as other issues. In one clip, Romney explains, "I believe that abortion should be safe and legal in this country." In a clip played immediately after, Romney says, "I have consistently been pro-life." On the issue of gun rights, Romney says in one clip, "We do have tough gun laws in Massachusetts. I support them." The next clip shows Romney explaining, "I would protect our 2nd Amendment rights to bear arms."

The ad begins by highlighting Romney's changing position on an Ohio anti-union bill. Romney had previously supported the legislation, saying on his Facebook page, "I stand with John R. Kasich and Ohio's leaders as they take on this important fight to get control of government spending." The former Massachusetts governor later backpedaled by refusing to say whether he supported the bill. Romney stated that ballot issues such as an effort to repeal the aforementioned legislation "are up to the people of Ohio."

Just one day later, Romney seemed to change his position once again. HuffPost's Jon Ward reports:

FAIRFAX, VA -- Mitt Romney apologized Wednesday for declining to take a position on a ballot question in Ohio that would uphold a law rolling back collective bargaining rights for public employees.

"I'm sorry if I created any confusion in that regard," Romney said at a Fairfax event to rally support for Virginia Republicans ahead of their state and local elections next month. "I fully support Gov. [John] Kasich's, I think it's called Question 2."

Huntsman could use all the help he can get. On Wednesday, Gallup pointed out that "Just 50% of Republicans nationally recognize Huntsman. This is the lowest recognition value of any of the eight candidates we are tracking."

(AP) ? A 13-year-old boy was pulled from a collapsed building without injury on Friday, five days after Turkey's powerful earthquake struck, and state-run TV said he survived by drinking rain water that seeped through cracks in the wreckage around him.

The boy, Ferhat Tokay, also used shoes under his head as a pillow and peered through a tiny gap in the wreckage to see when it was day or night outside, his uncle said.

Tokay was discovered early Friday morning, soon after rescue workers from Azerbaijan had sent the uncle and other relatives away from the site to get some rest, saying there was no chance of finding the missing boy alive.

"He didn't even have a scratch on him!" the uncle, Sahin Tokay, told NTV television. "He was hungry on the first day, but the hunger pangs later disappeared."

The 7.2 magnitude quake leveled about 2,000 buildings in eastern Turkey on Sunday, killing at least 575 people and leaving about 2,500 injured and thousands of homeless.

Authorities say another 5,700 buildings are now unfit for habitation.

The government's crisis management center said 187 people have been freed from the rubble alive.

Interior Minister Idris Naim Sahin said search and rescue efforts were continuing "in small sections" of Ercis, the hardest-hit area. "Hopefully we will be successful in pulling out survivors there too," he told reporters.

But news from one of those sites was gloomy. Rescuers recovered the body of a missing father whose 2-week-old baby girl had been pulled alive from the rubble with her mother and grandmother on Tuesday.

Ferhat Tokay was working in a shoe shop on the ground floor of a multistory building in the town when the quake hit. State-run Anatolia news agency said he kept alive by drinking water that reached him in the wreckage during heavy rains.

Turkey is mostly Muslim, and in Ercis on Friday many people held traditional Muslim prayers outdoors, in parks or in streets strewn with rubble from the earthquake.

Others prayed in tents or in the few mosques still standing, Anatolia said.

One of them was the Seyid Muhammed mosque. Its only damage is a gaping crack at the foot of its minaret.

As men entered it to pray Friday, its imam, Selahattin Tasdemir, said: "It wouldn't have been considered a sin to not pray today because these people are victims and in a difficult situation."

"But their conscience wouldn't allow it. They're used to praying, so we prayed," he said in an interview with Associated Press Television News.

The 213-person Azerbaijani rescue team that saved Tokay on Friday is equipped with sniffer dogs and it has saved nine other people from the wreckage since Sunday night.

On Thursday, the team pulled 18-year-old Imdat Padak from another destroyed building in Ercis. During that effort, rubble hit one of its sniffer dogs, Cip, while it was searching a narrow gap, seriously injuring its paws.

Meanwhile, aid workers delivered tents, prefabricated homes, blankets and heaters from a dozen other countries to the desolate and cold areas hit by the quake.

Survivors complained about a shortage of tents following the quake and the government acknowledged initial difficulties in sending aid. Officials also have said some aid trucks have been looted before reaching Ercis.

Sahin, the interior minister, said the shortage of tents had largely been overcome by Friday.

PetroChina 3Q profit up 7.8 pct on strong output (AP)

SHANGHAI ? PetroChina Ltd., China's biggest oil and gas company, saw its third-quarter profit jump 7.8 percent as higher crude oil prices and output helped to offset losses in its refining business.

The Beijing-based company reported Thursday a profit of 37.4 billion yuan ($5.9 billion) in July-September, compared with 34.7 billion yuan a year earlier.

PetroChina reported a refining loss of 41.5 billion yuan ($6.5 billion) as higher costs for imported crude oil outpaced the gains in prices for its products.

But weakness in the refining sector was offset by a 45 percent increase in crude oil prices over the same period a year earlier, to $103.78 per barrel. The company's output in the first nine months of the year rose 5.1 percent, to 959.3 million barrels of oil equivalent.

Like other Chinese energy and resource companies, it has actively sought access to resources overseas to help diversify its risks and ensure a steady supply of oil and gas needed to power China's fast-growing economy.

PetroChina increased its refining by 10 percent in January-September, or about 2.7 million barrels a day. But it derives a larger share of its revenues from oil and gas production than rival Sinopec, which is mainly a refiner, helping to shield it from losses due to government controls on fuel prices.

Game 6: Rangers blow lead, back ahead in 10th (AP)

Down to their final strike in the ninth, the St. Louis Cardinals got a two-run triple from NLCS MVP David Freese off Neftali Feliz to tie the score at 7.

Texas was excruciatingly close to its first World Series crown. But the Rangers responded right away. Josh Hamilton, the hobbling star who hadn't homered the entire postseason, hit a two-run shot off Jason Motte in the 10th to put Texas ahead 9-7.

What a game! What a Series!

And what an incredible life story for Hamilton, whose career was derailed by drug and alcohol addiction. This could be the capper. One Hollywood movie may not be enough to tell this comeback story.

Headed to the bottom of the 10th. Darren Oliver on to try to save it for Texas.

Mike Adams retires Rafael Furcal with the bases loaded to end the eighth. Leading 7-5, the Texas Rangers are three outs from their first World Series championship.

It's a mystery why manager Ron Washington didn't go to closer Feliz in the eighth, but he'll surely be on in the ninth to try to close it out.

St. Louis has the 2-3-4 hitters coming up: Ryan Theriot, Albert Pujols and Lance Berkman.

Allen Craig homers off Derek Holland with one out in the eighth inning and St. Louis trims its deficit to 7-5. That's the first run the Cardinals have managed off Holland, who pitched a gem to win Game 4. The young lefty was just lifted for Adams, with pinch-hitter Gerald Laird coming up. Laird was replaced by pinch-hitter Daniel Descalso, who reached on an infield single when shortstop Elvis Andrus made an ill-advised throw to first rather than going to second for the force.

Jon Jay followed with a single that loaded the bases.

Adrian Beltre and Nelson Cruz hit consecutive home runs off Lance Lynn to start the seventh, giving Texas the lead. Ian Kinsler added an RBI single to make it 7-4.

Cruz's mammoth shot into the third deck in left field was his eighth homer of the postseason, tying the major league record held by Barry Bonds (2002) and Carlos Beltran (2004).

Holland stands to win in relief. He started and won Game 4 on Sunday, taking a two-hit shutout into the ninth inning for a 4-0 victory.

Holland scored on Kinsler's single in the seventh.

A footnote on Beltre's shot: It was 25 years ago tonight that the New York Mets won the 1986 World Series. That night, in Game 7 against Boston, another third baseman (Ray Knight) hit a leadoff homer in the seventh inning to snap a tie.

After a costly error by first baseman Michael Young, Rangers reliever Alexi Ogando walked Yadier Molina with the bases loaded in the sixth inning, tying the score at 4.

Another great play by Texas catcher Mike Napoli helped to keep it tied. Napoli picked off Matt Holliday at third base for the second out. Beltre did a great job of blocking the bag with his foot, and Holliday hurt his pinkie on a headfirst dive trying to get back.

Holliday, who had a rough night all around, left the game with a severely bruised pinkie. X-rays were negative.

The teams have combined for five errors.

Rangers manager Ron Washington showed a lot of faith in starter Colby Lewis before finally pulling him in the sixth with the bases loaded and one out.

Lewis had allowed only one ball out of the infield since Lance Berkman's two-run homer in the first inning.

Holland, who threw 116 pitches Sunday night, retired Jon Jay on a grounder back to the mound with the bases loaded to end the inning.

Albert Pujols didn't like the call on strike three to start the sixth, but it appeared he was fortunate not to get punched out on the previous pitch.

Boy, the Cardinals are really making a mess for themselves on defense. Not sure if they're tight, cold, rusty or what.

Third baseman David Freese dropped Josh Hamilton's leadoff popup in the fifth for St. Louis' third error ? and that doesn't include a foul ball that Freese had a chance to catch earlier in the game.

Young followed with an RBI double to give Texas a 4-3 lead.

Interesting little chess match there in the top of the fifth after Young's RBI double. Two outs later, Cardinals manager Tony La Russa intentionally walked the No. 7 hitter, Napoli, who has 10 RBIs in the World Series. That put runners at the corners for pinch-hitter David Murphy ? with pitcher Colby Lewis on deck.

Washington put Yorvit Torrealba in the on-deck circle, and Holland began warming up hastily in the bullpen. La Russa, however, wasn't fooled by the decoys. Fernando Salas pitched around Murphy, loading the bases with an unintentional intentional walk. Forced to make a decision, Washington stayed with Lewis, who struck out to end the inning.

Lewis worked a 1-2-3 fifth. Lynn is on for St. Louis, and he worked a scoreless sixth.

The Rangers still lead 4-3.

Napoli's run-scoring single just inside the right field line gave Texas a 3-2 lead in the fourth inning.

St. Louis handed the Rangers a leadoff baserunner when Furcal and Holliday botched Nelson Cruz's popup in shallow left. Neither took charge, and the ball popped out of Holliday's glove when he reached out at the last moment. It was probably Holliday's ball. He was charged with an error that allowed Cruz to reach second. Cruz scored on Napoli's single.

It was Napoli's 10th RBI of the World Series.

Moments later, Napoli twisted his left ankle when he went into second awkwardly. He got caught in between sliding and going in standing up. Napoli, who appears on his way to Series MVP honors if Texas wins, was writhing in pain at first but walked it off and stayed in the game.

Holliday with a late, high, hard takeout slide on Andrus in the fourth to prevent a double play. Probably could have been called an automatic DP ? it was borderline at best.

Not necessarily dirty. But not necessarily legal, either.

That helped the Cardinals tie it at 3 on Yadier Molina's RBI groundout. Lewis avoided further damage.

An error by first baseman Michael Young got the inning started for St. Louis. Holliday then drew a walk, putting runners at first and second.

Cardinals starter Jaime Garcia has been pulled after three innings. Fernando Salas on in relief as manager Tony La Russa once again puts the game ? and the season ? in the hands of his bullpen.

Garcia left with the score tied at 2, but he was missing the command that made him so effective in Game 2. He was helped by two double plays and a couple of wide strike calls from plate umpire Gary Cederstrom. Texas squandered a great chance to build a comfortable lead in the first inning.

Plenty of Rangers fans at Busch Stadium, hoping to see their team win its first World Series crown. A little surprising, considering how much St. Louis loves its Cardinals.

That early lead didn't last long for Texas.

Berkman hit a two-run homer to left-center off Lewis in the bottom of the first inning, putting the Cardinals ahead 2-1. Lewis gave up an AL-high 35 homers during the regular season.

Kinsler hit an RBI double in the second to tie it 2-all. Fox announcer Joe Buck says that was the Rangers' first hit in the World Series with runners in scoring position and two outs.

Texas is trying to win its first World Series crown. St. Louis hopes to force the first decisive Game 7 in the Series since 2002.

Berkman, batting cleanup, connected on the first pitch. Just before that, Albert Pujols also went after the first pitch from Lewis but flied out to right.

Skip Schumaker scored on Berkman's homer after reaching on a one-out single. Schumaker started in center field for the second straight game in place of slumping Jon Jay, who is 0 for 14 in the World Series.

Schumaker can be an offensive spark, and that's why he's in the No. 2 hole in the lineup. St. Louis needs to get some guys on in front of Pujols, Berkman and Holliday so the Rangers are forced to pitch to them ? Pujols in particular.

Garcia has walked the leadoff batter in each of the first two innings ? not the way you want to attack this Texas lineup. But he caught a break when Lewis bunted into a 5-6-4 double play in the second.

It actually wasn't a bad bunt, but third baseman David Freese was right on top of Lewis, with no threat that he would do anything but bunt. Lewis needed to push the ball to the right side ? easier said than done for an American League pitcher who normally doesn't hit.

Game 6 is under way, and the Cardinals are in immediate trouble.

Garcia issues a leadoff walk to Kinsler before Andrus singles to left-center, sending Kinsler to third. Hamilton follows with an RBI single.

With runners at the corners, Garcia buckled down. He struck out Michael Young and Adrian Beltre before Nelson Cruz grounded out. Texas leads 1-0.

That's already more than the Rangers managed against Garcia in Game 2, when he yielded only three hits in seven shutout innings while striking out seven.

Clear skies in St. Louis tonight, after Game 6 of the World Series was postponed a day because of rain. The temperature is 56 degrees with little wind. Not a bad night to play ball.

Much has been made about who would pitch for the Cardinals in a potential Game 7. The rainout gives manager Tony La Russa a chance to bring back ace Chris Carpenter on three days' rest if he wants. But they have to get there first, and nobody is more aware of that than La Russa. He refused to look beyond Game 6 during his pregame news conference today.

Gaddafi son surrender would pose challenges to ICC (Reuters)

AMSTERDAM (Reuters) ? Negotiating the surrender of Saif al-Islam, the son of Libya's slain dictator Muammar Gaddafi, would present logistical and security challenges to the world's top war crimes court which will examine various possible scenarios to bring him to trial.

The International Criminal Court had charged Gaddafi, Saif al-Islam and Libya's former intelligence chief Abdullah al-Senussi with crimes against humanity for the bombing and shooting of civilian protesters in February.

A source with Libya's National Transitional Council said on Thursday Saif al-Islam wants an aircraft, possibly arranged by a neighboring country, to take him out of Libya's southern desert so he can turn himself in to the ICC.

If arranged, Saif al-Islam would be transported to The Hague where the ICC shares a detention unit with the U.N. Yugoslavia war crimes tribunal and the Special Court for Sierra Leone, where former Liberian president Charles Taylor is on trial.

The court is trying to confirm with the NTC whether Saif al-Islam wants to surrender and, if the information is confirmed, will consider the best measures for his transfer, ICC spokesman Fadi El Abdallah said.

"It depends on where the suspect is and how we can get into contact with him and what would be necessary to bring him to The Hague. There are different scenarios," El Abdallah said.

With no police force of its own, the ICC has relied in the past on state co-operation to have its suspects arrested and many of them have remained fugitives such as Sudan President Omar al-Bashir whose government has snubbed the court.

Still, the ICC assisted in transporting several Sudanese rebels to The Hague in recent years to face charges over the killing of 12 African Union peacekeepers in Darfur in 2007.

The Dutch authorities provide assistance to the Hague-based courts in the transfer of suspects to the detention center, such as when former Bosnian Serb military commander Ratko Mladic was flown to Rotterdam on a Serbian government plane.

Mladic was then transferred by the Dutch authorities by helicopter or car to the detention center in The Hague.

"The ICC itself is responsible for transfers to the Netherlands. Upon arrival of a suspect in the Netherlands, we give logistical support," a spokesman at the Dutch foreign ministry said.

If Saif al-Islam were to slip into Niger, an ICC member state, the Niger government has an obligation to arrest him, while Tunisia and Mali are also member states. Algeria is not.

"The question is to what extent these countries are ready to manage the pressure that will be put on them by an ICC transfer as it will have implications for them with other African countries," said Damien Helly at the European Union Institute for Security Studies.

The African Union has been critical of the ICC's focus on Africa and has opposed the arrest warrant for Sudan's Bashir, who has traveled to ICC member states Malawi, Chad, Kenya and Djibouti in the past without being arrested.

Surrendering to the court would, at the very worst, put Saif al-Islam in prison.

But Helly questioned whether Saif al-Islam was "desperately trying to save his life" or whether his offer to surrender was a way of buying time or bargaining to improve his situation.

DEFENSE

Once in The Hague, Saif al-Islam would be held at the ICC detention center, located near the beach in a leafy residential neighborhood in The Hague.

The detention center is built next to an old prison where Dutch resistance fighters were imprisoned by the Nazis and inmates have single-occupant cells about 10 square meters in size, where they can watch TV, read or work on their cases.

Each cell in the ICC wing contains a bed, desk, bookshelves, a cupboard, toilet, hand basin and a telephone, although calls are placed by the centre's staff. Detainees can work on their cases using computers but cannot access email or the internet.

They can engage in sports activities and other hobbies.

But if he arrives in The Hague, Saif al-Islam would be also required to appear in court for an 'initial appearance', where he would be formally charged and informed of his rights.

ICC prosecutor Luis Moreno-Ocampo accused Gaddafi, Saif al-Islam and al-Senussi of drawing up a "predetermined plan" to kill protesters and said that Gaddafi gave the orders, while Saif al-Islam organized the recruitment of mercenaries.

Peter Robinson, a legal adviser to former Bosnian Serb president Radovan Karadzic who is on trial at the Yugoslavia tribunal, also said Saif al-Islam should not try to defend himself by arguing he was just obeying orders.

"A person is required under international law not to obey an illegal order. It would not be useful for Saif al-Islam to defend himself on the grounds that he was just obeying orders from his father," Robinson said.

He said a more useful defense would be to argue that crimes were committed upon orders from lower-level commanders.

Geert-Jan Knoops, a Dutch-based international criminal law attorney, said Saif al-Islam could challenge the ICC case on two main fronts, arguing an "abuse of process" or by proving there is no evidence of a "political plan" to kill protesters.

He said Saif al-Islam could argue that the ICC prosecution was politically influenced and forced by the United Nations to achieve a regime change instead of protection of human rights in Libya. "It can be argued that the ICC prosecution and procedures are abused; in other words: abuse of process," Knoops said.

Obama administration seeks to spur veteran hiring (Reuters)

WASHINGTON (Reuters) ? The Obama administration announced fresh steps on Tuesday to lift the hiring of military veterans, who face higher levels of unemployment than other Americans as thousands more prepare to return home from Iraq.

President Barack Obama, currently touring electorally vital western states to convince voters he is doing everything he can to cut high U.S. unemployment, has repeatedly emphasized measures to aid veterans that resonate with many Americans.

He has pledged to use the executive powers of his office to work around Republicans in Congress, who oppose a $447 billion jobs plan he laid out last month because it raises some taxes.

The latest aid for veterans did not require a presidential executive order and was rather low-key.

The first initiative will encourage community health centers to hire 8,000 veterans over the next three years. The second will improve training opportunities for military medics to become physician assistants. They follow news last week from First Lady Michelle Obama that private firms had pledged to hire thousands more veterans over the next two years.

"This is an important step, but it is part of an overall plan," Matt Flavin, director of the White House task force on veterans, told reporters.

Unemployment among veterans who have served since the September 11, 2001 attacks on the United States stands at 235,000, or 11.7 percent, versus a national jobless rate 9.1 percent.

More veterans are expected to enter the labor force after Obama announced last week he was pulling the remaining 40,000 U.S. troops home from Iraq by the end of the year.

Obama is seeking to bypass congressional Republicans to show voters he is serious about spurring hiring and employment, key goals to securing his reelection next year.

On Monday in Las Vegas, where the housing market collapse hit hardest, Obama took steps to help homeowners who owe more on their homes than they are worth. On Wednesday, in the swing state of Colorado, he will highlight measures to help students better manage their student loan debt when they graduate.

Tuesday's action to aid veterans was not done through an executive order. Rather, it took the form of a challenge from the Obama administration to healthcare centers to lift veteran hiring and report back on how many are on the payroll.

Republicans complain Obama's western tour is naked election campaigning that shows that the Democratic president is not serious about working with them to lift economic growth and hiring.
