How long will you be underwater? Timeline to reach desired equity position depends on 3 factors By Jack Guttentag Inman News? About 16 million homeowners owe more on their mortgage than their homes are worth, which means they are "underwater." So long as that condition continues, they have no equity that can be used to help finance the purchase of another house. On the contrary, they can't sell the house without digging into their pockets to pay the difference between what they owe and what they can realize from the sale net of expenses. But time heals most wounds, and negative equity is no exception. The principal component of the monthly mortgage payment reduces the loan balance by the same amount. Refinancing into a mortgage carrying a lower interest rate reduces the interest portion of the monthly mortgage payment, thereby increasing the principal component and the rate at which the balance is paid down. Although underwater borrowers generally can't qualify for a refinance, those fortunate enough to have their mortgages held by Fannie Mae or Freddie Mac comprise an important exception. The government's Home Affordable Refinance Program (HARP) permits negative equity, though borrowers must be in good standing to be eligible. The other component of negative equity, depressed home prices, also appears to have turned the corner. Prices have begun to rise again in some areas in which the houses listed on the market have fallen short of demand from purchasers. It is plausible that within the year home prices in most areas will again be on the rise. It is now time for underwater borrowers to start planning to get their heads above water. To help in that process, Chuck Freedenberg and I have designed two calculators designated 2d and 2e on my website. The first shows the borrower's equity in the property month by month for any combination of the various factors that affect changes in equity. These include the interest rate, property appreciation rate, and extra payments. Some examples are shown in the table. The table shows, for different combinations of interest rate, appreciation rate and extra payments, when the borrower will no longer be underwater, which is the month when equity hits zero. The table also shows how long it will take before equity hits 10 percent, at which point the borrower who is otherwise qualified will be able to refinance, and 20 percent where a refinance won't require mortgage insurance. Borrowers may want to raise their targets to cover the expenses of whatever action they plan. If the goal is to sell the house, for example, they will need positive equity of 5-7 percent to cover sales costs. This is easy to find with the calculator. The second calculator is designed for underwater borrowers who want to know how much extra they have to pay each month to reach a target equity level within a specified period. For example, the borrower paying 4.5 percent in the example above wants 10 percent equity in five years and believes his house will appreciate at a rate of 1 percent a year. The calculator tells him he must pay an additional $315.50 every month for 60 months to reach his objective. If his house does not appreciate, he has to pay $418.05. While the calculator tells you what you must do to reach your objective, it doesn't tell you how to develop the commitment and determination to see it through. I am working on that. Lawmakers blast U.N. "power grab" for the Net

WASHINGTON (Reuters) - Lawmakers on Thursday said they are united when it comes to keeping the Internet free from centralized control and preventing the United Nations from gaining power over Web content and infrastructure.

The U.S. government wants to bring as much ammunition as possible to a December meeting in Dubai where delegations from 193 countries will discuss whether to hand governance of the Internet over to the United Nations.

The United States fears December's treaty-writing conference could turn the Internet into a political bargaining chip and could empower efforts by countries like China, Russia and Iran to erode Internet freedoms and isolate their populations.

"We may have our differences on domestic telecommunications policy, but having those policies decided at the international level would be the worst thing that could happen," Representative Marsha Blackburn said at a hearing before a House Energy and Commerce subcommittee.

The Tennessee Republican commended the Obama administration's efforts to thwart giving an international governing body power over the Internet.

Vinton Cerf, regarded as one of the fathers of the Internet and now vice president and chief Internet evangelist at Google Inc, cautioned that a move toward top-down control dictated by governments could hinder Internet innovation and growth.

That path, he said, "promotes exclusion, hidden deals, potential for indiscriminate surveillance and tight centralized management."

A bipartisan group of lawmakers on Wednesday introduced a resolution to reject the proposed international takeover of the Internet and preserve the current "multi-stakeholder" model of governance.

"In many ways, this is a referendum on the future of the Internet," Republican Representative Mary Bono Mack said at Thursday's hearing.

"If this power grab is successful, I'm concerned that the next Arab Spring will instead become a Russia Winter where free speech is chilled, not encouraged, and the Internet becomes a wasteland of unfilled hopes, dreams and opportunities," said Bono Mack, a sponsor of the resolution.

Social media sites Twitter, Facebook and Google's YouTube played a big role in last year's "Arab Spring" revolution.

"LETHAL THREAT"

The Internet is currently policed loosely, with technical bodies such as the Internet Engineering Task Force, the Internet Corporation for Assigned Names and Numbers and the World Wide Web Consortium largely dictating its infrastructure and management. The United States holds significant sway with those bodies.

When the delegations gather in Dubai in December, they will renegotiate a U.N. treaty last revisited in 1988, and debate proposals that would consolidate control over the Internet with the United Nations' International Telecommunications Union (ITU).

"During the treaty negotiations, the most lethal threat to Internet freedom may not come from a full-frontal assault but through insidious and seemingly innocuous expansions of inter-governmental powers," said Federal Communications Commissioner Robert McDowell.

Proposals out of the Middle East, McDowell said, would change the definition of telecommunications in a way that arguably would include the Internet, and would suddenly sweep an entire industry into the rubric of ITU rules.

The Republican commissioner blasted claims from ITU leadership that no nations have proposed expanding the ITU's jurisdiction to the Internet.

"An infinite number of avenues exist to accomplish the same goal, and it is camouflaged subterfuge that proponents of Internet freedom should watch for most vigilantly," he said.

The lawmakers fear that countries like China, Russia, Iran, Saudi Arabia and others could politick smaller nations who have little interest in the issue to back them in giving them greater ability to isolate their populations and silence political dissidents.

The United States is concerned that authoritarian regimes will campaign for their initiatives by promising to back proposals from developing countries that would like to see tariffs on content-heavy Internet companies such as Google, Facebook and Netflix.

"Some ITU officials have dismissed our concerns over these issues as mere election year politics, and nothing could be further from the truth," McDowell said. "The threats are real and not imagined."

RAMPING UP

The United States will step up its meetings with other countries to thwart an expansion of ITU's authority, with about 50 or so bilateral meetings to take place in the lead-up to the December talks.

"We're investing a lot of effort in trying to be in the best possible position to explain why these kinds of things would be a bad idea," Ambassador Philip Verveer, deputy assistant secretary of state, said.

The United States on May 8 formed its core delegation of government officials who will head to Dubai, including members of the State Department, Commerce Department, Department of Homeland Security, Defense Department, FCC and NASA.

President Barack Obama earlier this week told Congress he intended to assign ambassadorial rank to Terry Kramer to lead the delegation, Verveer said.

Kramer was a long-time executive at Vodafone Group Plc. He now teaches at Harvard University and serves as a board member or adviser for numerous telecom companies and nonprofits.

Private-sector members and other representatives will be added in September and those voices are expected to add force to the U.S. government's argument to preserve decentralized control of the Internet.

New drug strategy attacks resistant leukemia and lymphoma

Scientists at the Dana-Farber/Children's Hospital Cancer Center have developed an anti-cancer peptide that overcomes the stubborn resistance to chemotherapy and radiation often encountered in certain blood cancers when the disease recurs following initial treatment.

The strategy could pave the way for much needed new therapies to treat relapsed and refractory blood cancers, which are difficult to cure because their cells deploy strong protein "deflector shields" to neutralize the cell death signals that chemotherapy agents used against them initially, say the researchers.

The prototype compound, called a "stapled BIM BH3 peptide," is designed to disable the cancer's defenses by hitting a family of protein targets that regulate cell death.

In proof-of-concept studies in mice with transplanted, drug-resistant leukemia tumors, the compound alone suppressed cancer growth, and when paired with other drugs, showed synergistic anti-cancer activity, say researchers led by Loren Walensky, MD, PhD, of Dana-Farber/Children's Hospital Cancer Center.

Their paper has been posted online by the Journal of Clinical Investigation and will appear in the journal's June issue. Walensky is the senior author and James LaBelle, MD, PhD, is the first author.

A cell's "fate" ? when and whether it lives or dies ? depends on a tug-of-war between pro-death and anti-death forces within the cell that serve as a check-and-balance system to maintain orderly growth. The system is regulated by the BCL-2 family of proteins, which contains both pro-death and pro-survival members.

When cells are no longer needed or are damaged beyond repair, the body activates pro-death BCL-2 proteins to shut down mitochondria ? the power plants of the cell? resulting in an orchestrated cellular destruction known as apoptosis, or programmed cell death.

Many cell-killing cancer treatments work by triggering these "executioner proteins" to cause tumor cells to commit suicide in this fashion. But cancer cells can escape their death sentence ? and even become immortal ? by hyperactivating the survival arm of the family; these proteins intercept the executioner proteins and block their lethal mission.

"When cancers recur, they activate not just one type of survival protein, but many," explains Walensky, whose laboratory has extensively studied the cell-death system and makes compounds to manipulate it for research and therapeutic purposes.

"It's as if relapsed cancers 'learned' from their initial exposure to chemotherapy such that when they come back, they put up a variety of formidable barriers to apoptosis," he adds. "To reactivate cell death in refractory hematologic cancers, we need new pharmacologic strategies that broadly target these obstacles and substantially lower the apoptotic threshold."

When cancers specifically rely on one or two survival proteins, treating them with selective BCL-2 inhibitors can be very effective at eliminating the cancer cells' survival advantage. But relapsed cancers often evade such agents by deploying a battery of alternate survival proteins, so what's needed, Walensky says, are "next-generation" compounds that can block a wider range of survival proteins without jeopardizing normal tissues.

In the current research, the scientists built a chemically-reinforced peptide containing the death-activating BH3 domain of an especially potent killer protein, BIM, which is able to tightly bind with and neutralize all of the BCL-2 family survival proteins. This 'stapled' peptide, which incorporates the natural structure and properties of BIM BH3, not only disables the survival proteins, but also directly activates pro-death BCL-2 family proteins in cancer cells, making them self-destruct. Importantly, non-cancerous cells and tissues were relatively unaffected by the treatment.

"The diversity of BCL-2 family survival proteins blunts the anti-tumor activity of essentially all cancer treatments to some degree," Walensky points out. "By using Nature's solution to broad targeting of the BCL-2 pathway with a stapled BIM BH3 peptide, our goal is to eliminate cancer's protective force field and enable the arsenal of cancer treatments to do their job."
